Amends Constitution: Dedicates Some Lottery Funding To Parks, Beaches; Habitat, Watershed Protection

PEAPAC Explanation: PEAPAC Commentary and Recommendation First, we are strongly opposed to the Oregon lottery and its monopolistic government-encouraged gambling (see The Bible and Gambling.) We strongly oppose any expansion of the use of lottery dollars. The end result of such expansion is more dependency on these dollars, and a longer life for the Oregon lottery. Additionally, any expansion of the use of lottery dollars tends to more legitimize the lottery, which we are strongly opposed to. Second, this Measure would use this ill-gotten money to fund public parks used by our families. To fund such activities by means of lottery proceeds subjects them to unstable financing.
