Introduction to Ballot Measure Analysis – Referrals and Initiatives
There are two types of state-wide ballot measures – referrals and initiatives. Referrals are matters referred to the voters by the Legislature, usually proposing a change to the Constitution. An initiative is a measure that has been placed on the ballot by people gathering a required number of signatures. This election, there are two referrals from the Legislature.
