Measure #38 - YES
Abolishes SAIF; state must reinsure, satisfy SAIF’s obligations; dedicates proceeds, potential surplus to public purposes.

PEAPAC Explanation:
SAIF (State Accident Insurance Fund) is one of several providers of workers compensation insurance in Oregon. As a government-owned entity, it has various unfair advantages over private companies. This Measure abolishes SAIF, allowing for more competition among private providers of these services.

PEAPAC Comment:
We strongly urge your support of this Measure which would eliminate unfair competition in the insurance industry in Oregon. SAIF competes with other providers of workman’s compensation insurance for employees. But since SAIF is a government-owned entity, it has various unfair advantages over private companies. For instance it pays no state taxes.

Additionally, SAIF is now accused of becoming notoriously corrupt. Oregon’s mainstream news media has reported that the FBI has joined with other law enforcement agencies in an ongoing investigation of SAIF.

No matter how the corruption investigation turns out, we still think its right to abolish SAIF. It’s simply not the job of civil government to compete in an unfair manner with private providers of insurance. We urge a Yes vote on Measure 38.
