Amends Constitution: State must continue paying local governments for state-mandated programs. RESULT OF "YES" VOTE: "Yes" vote retains requirement that state pay local governments for costs of state-mandated programs. RESULT OF "NO" VOTE: "No" vote repeals requirement that state pay local governments for costs of state-mandated programs. PEAPAC Explanation: If passed, Measure 84 would amend the Oregon Constitution so that it would continue to mandate that the state pay for services that the state requires local governments to provide. We support Measure 84, which is necessary to maintain what we believe is good public policy. Our forefathers brought Biblical truths to bear on all areas of life. One of the great elements of the political heritage left to us by them is a wonderful blend of unity and diversity, checks and balances. This finds many expressions, one being the restraint placed on centralized government’s tendency to act the dictator to smaller units of governance, such as counties and cities. To address this tendency, the Oregon Constitution was amended to mandate that the State pay for whatever it required of smaller units of governance. The practical effect is to keep State dictates in check. But this provision is scheduled to sunset, or cease, in June of 2001. Measure 84, a referral from the Oregon Legislature, will ensure that this layer of checks and balances remains in place. We recommend a Yes vote on Measure 84.
